What is the 3-Hour Roadway Safety course?
The 3-Hour Roadway Safety course (formerly known as the 3 Hour Drug and Alcohol class or Safe & Sober class) is a Maryland MVA required online course for foreign license holders who want to obtain a Maryland driver’s license without attending driving school.
Who needs to take this course?
Anyone who holds a valid driver’s license from another country and wants to obtain a Maryland driver’s license must complete this 3-hour online course. As of October 2025, this course is mandatory for all foreign license holders in Maryland.
How much does the course cost?
The course costs $50 and includes everything, the online slides, the final exam, and electronic filing of your completion with the Maryland MVA.
Can I take the course in Spanish?
Yes. The course is available in both English and Spanish. In-person classes are also available in Spanish every other Sunday in Baltimore.
Is there a refund policy?
Yes. A refund is available if you have completed the course slides but have not yet taken the final exam.
